How the 10 MT minimum is measured: it is the combined weight of the load, not per category. A warehouse clearance of 6 MT of baled cardboard, 3 MT of mixed MS and 1.5 MT of plastics qualifies as a single 10.5 MT pickup. Metals anchor most loads because of density – 10 MT of ferrous is roughly one truck, while 10 MT of loose PET is a warehouse. If a buyer offers you three lakh in cash for a truckload, that is not generosity. Section 269ST of the Income-tax Act penalises the person receiving ₹2,00,000 or more in cash in a single transaction, and the penalty equals the amount received. The risk is entirely yours.
GST, RCM And TDS On Bulk Metal Scrap – Handled Correctly
This is where most B2B scrap liquidation deals in Maharashtra quietly go wrong, and it surfaces months later during an assessment rather than on the day. Since 10 October 2024 the rules changed materially for anyone selling metal scrap in bulk. Here is the position, plainly.
If you are not GST registered
Notification 06/2024-Central Tax (Rate) brought metal scrap under Chapters 72 to 81 within the reverse charge mechanism. You do not charge GST on the invoice. As the registered buyer, we self-assess and pay the 18% GST directly to the government under RCM, and we claim it back as input credit. Nothing is deducted from your settlement for it, and nothing is expected from you beyond correct paperwork. Note that you are still required to register once your turnover crosses the threshold.
If you are GST registered
Normal forward charge applies – you invoice with GST. Where the taxable value under the contract exceeds ₹2,50,000, we deduct 2% TDS on the taxable value under Section 51 (1% CGST + 1% SGST intra-state, or 2% IGST inter-state), deposit it via GSTR-7, and issue you the GSTR-7A certificate. You claim that credit against your own output liability. It is not a cost to you; it is a timing difference, and it is one more reason a documented buyer beats an undocumented one.
Why this matters more than the rate: a buyer who cannot invoice correctly is not saving you money. Unregistered buyers, incomplete invoices and missing e-way bills leave a trail that shows up in GSTR-2B mismatches and blocked input credit – usually for the party with the most to lose. What is the minimum quantity for pickup?
The minimum is 10 metric tonnes as a single combined load. Categories can be mixed to reach it – for example 6 MT of baled cardboard plus 3 MT of MS scrap plus 1.5 MT of plastics qualifies as one 10.5 MT pickup. Below 10 MT we are not the right buyer and a local collector will serve you better. If you generate volume monthly but not yet 10 MT at a time, tell us and we will schedule a slot for when you accumulate.
Do you charge for pickup, labour or transport?
No. Doorstep pickup is free on every qualifying load of 10 MT or more, and that includes our crew, lifting, loading and freight. There is no separate line for it and nothing is quietly deducted from your rate to cover it. Anywhere in Maharashtra. What you agree at the weighbridge is what reaches your account.
How is the scrap weighed, and can I verify it?
Every load is weighed on a certified government-approved weighbridge verified under Legal Metrology rules, never on our own yard scale. Tare and gross are both recorded with you or your representative present, and the printed weighment slip is handed to you along with a photograph of the reading. Grade is classified and agreed at your gate before loading begins, so nothing is reclassified later at our yard.
When and how do I get paid?
Payment is settled on site, the same visit, before our truck leaves. Once the weighment slip is signed and the rate confirmed, funds are transferred by UPI, IMPS or RTGS and you confirm the credit on your phone while our driver waits. There is no retention, no part payment and no waiting for us to resell the material. On bulk loads settlement is digital, because cash receipts of ₹2,00,000 or more in a single transaction attract a penalty on the recipient under Section 269ST of the Income-tax Act – a risk we will not put on a seller.
Do I need GST registration to sell scrap in bulk?
No, you can sell without GST registration.
